There are many reasons why an individual interested in becoming a U.S. citizen should do it now.

1. The fees are rising.

The Immigration and Naturalization Service (INS) will soon be raising the fee to apply for naturalization to $225.00. It is currently $95.00. Although there are plans to raise fees, services have not improved and the waiting period is long. An application for a New Yorker can take an average of two years before completion.

2. Changes in fingerprinting policies.

As of March 29,1998, you will have to pay an additional $25.00 to INS for fingerprints when you send in your Naturalization Application, or any other immigration application. Applicants filing for asylum, those granted fee waivers and those residing outside the United States will not be charged for fingerprinting. INS will send you a letter with an appointment date, informing you the location and date your fingerprints will be taken.

3. Standardized citizenship test will end.

INS announced that it is ending the private testing system. As of September 1, 1998, citizenship testing and fingerprinting will be combined into a one-step process. Several Application Support Centers (ASCs) will begin this procedure on July 1. Applicants will be allowed to take the test outside INS until August 30, 1998 and the results will be good for up to one year.

4. Bills in Congress

There are two important bills being considered by the Senate. The first bill, the "New American Citizenship Act," introduced by Senator Edward Kennedy (D-MA) and Representative Richard Gephart (D-MO), includes a plan to reduce the backlog and ensure better service, while not compromising the integrity of the process. Their bill is based on welcoming qualified immigrants who deserve a fair, efficient and affordable process. The other bill, "Naturalization Reform Act of 1997" introduced by Representative Lamar Smith (R-TX), and Senator Spencer Abraham is restrictive and would make the eligibility process tougher for all.

5. Up-Coming Actions

The New York Immigration Coalition will be holding a demonstration on Tax Day, April 15th from 3-5pm, in order to demand a citizenship process that works. The demonstration will take place at 26 Federal Plaza (INS Building) in Manhattan.
