Immigration Subcommittee Postpones
Vote on Haitian Legislation

The National Coalition for Haitian Rights has learned that the Immigration Subcommitee has once again postponed a vote on S. 1504, the Haitian Refugee Immigration Fairness Act of 1997, sponsored by Senator Graham (D-FL). The bill is now scheduled for a mark-up on April 1. Advocates see the change as an opportunity to secure favorable commitments from other Senators who have not yet formally endorsed the measure which seeks to provide permanent residence relief for Haitian refugees.

We have also learned that there is a possibility that a technical amendment in favor of Haitian unaccompanied minors -- who were not paroled or sought asylum -- might be offered. Interested parties and advocates are urged to remain in touch with NCHR throughout this process as things evolve in Congress. For background information, see sidebar on the left. For further information, contact Jocelyn McCalla.
